The devolution of powers and the capacity has been mapped through an Urban Governance Reforms Study in 40 cities across 28 states and NCT of Delhi. The study involved capturing the status of urban reforms in all the states, identify levers and barriers and identify a set of recommendations.

The findings of the Urban Governance Study form the foundation in creating the ‘Urban Governance Index’ for distinct mapping of urban governance status and associated reforms in all the states of the country.

Insights

The Urban Governance Index is built over four themes. These are as follows: i) Empowered City Elected Representatives and Legislative Structure; ii) Empowered City Administration; iii) Empowered Citizens iv) Fiscal Empowerment. Please view the report link for detailed scores across states.
