State of Provisioning of Relief Services in Bihar, Madhya Pradesh, and Jharkhand, during the Coronavirus Lockdown

This report presents results from an IVR survey conducted on April 11th and 12th,  of Mobile Vaani users from across Bihar, Jharkhand, and Madhya Pradesh. Mobile Vaani is a voice-based participatory media platform. Graam Vani conducted a rapid assessment survey on IVR (Interactive Voice Response) technology, to understand the state of provisioning of relief services during the Coronavirus lockdown. Over 1,700 people answered all the questions.

Insights

-Over 60% of the respondents have not received the free ration to which they were entitled. -Anganwadi linked distribution is doing marginally better. - At least 1 in 2 people have not received the financial assistance promised to them. - Over 50% respondents said they can only manage household expenses for a week if the lockdown were to be extended; 1 in 4 had no idea how long they would be able to manage. - Most respondents said that the police and local officials were not stopping them from accessing essential services, but close to 25% respondents claimed forceful behavior."
